항해중인 선박의 사고 예방 및 이미 발생한 선박 사고에 대한 효과적 대응을 목적으로 국제해사기구(International Maritime Organization, IMO)는 e-Navigation이라고 명명한 해상 사고 대응 체계를 개발하고 있다. 한국은 급증하고 있는 선박사고에 대처하기 위해 e-Navigation의 개발에 적극 참여하고 있으며, 더 나아가 한국의 실정에 맞는 한국형 e-Navigation 체계를 독자 개발하고 있다. 그러나 한국의 e-Navigation 시스템은 선박의 기능적인 문제에 대한 모니터링과 같이 선박에만 초점이 맞춰져 있고, 선박 사고 원인의 큰 부분을 차지하고 있는 인적 요인에 대한 대응 기능은 부족한 실정이다. 이에 본 논문에서는 한국형 e-Navigation 체계의 구조를 변경시키지 않으면서, 선원의 건강정보를 선박에서 e-Navigation 운영서버로 전송하고 관리할 수 있는 체계를 설계, 제안하였다.

영문내용
(English Abstract) |
The IMO(International Maritime Organization, IMO) is developing the e-Navigation system for preventing and reporting accidents on sailing vessels. Korea is actively involved in the development of the e-Navigation to cope with the rapidly increasing number of ship accidents. At the same time, Korea is developing Korean e-Navigation system that is suitable for the Korean environment. The major cause of ship accident is human factors. However, the Korean e-Navigation just focuses on the functional problems of ships rather than the human factors. Korean e-Navigation lacks response to human factors. Therefore, in this paper, we designed a system that can transmit health information data of crews without changing the structure of Korean e-Navigation.
