We develop an efficient method for delay control in the return link of an interactive satellite multimedia network. Considering multiple delay levels of packets, we formulate this control problem as a binary integer programming (BIP) problem so that a fair transmission opportunity may be given to packets to transmit. With problem decomposition, we promote the computational efficiency in searching for the optimal solution
