OER은 상호지식정보 교류의 확산을 가능하게 하며 사용자와 기관 모두에게 비용절감, 콘텐츠 품질 향상, 관계 형성 등의 이점을 가져다준다. OER 관련 연구는 정규교육과의 연계, 저작권 동향, 기업이러닝과 관련하여 진행된 바 있다. 그렇지만 활용현황과 문제점에 대한 연구는 미비한 실정이다. 이에 본 연구는 OER의 활성화를 위해 기관들을 대상으로 활용현황을 분석하고 분석결과를 토대로 기관운영에 대한 시사점을 제공하는데 목적이 있다. 현황조사는 아시아 14개 지역의 200여개 기관을 대상으로 진행되었으며, 분석결과 가장 많이 사용하는 자료로는 ‘이미지, 시각자료’인 것을 알 수 있었다. 사용 상의 저해요인으로는 ‘인식부족’, ‘기술부족’, ‘보상 시스템의 부재‘ 등으로 나타났으며, 협력에 대한 참여도가 저조한 것으로 나타났다. OER의 활성화를 위해서 각 기관에서는 인식과 활용 기술, 저작권에 대한 연수를 제공할 필요가 있으며, 보상시스템과 활용을 위한 환경 구축에 대한 지원도 필요하다. 그리고 OER 공유를 위한 기관 간 협력에 대해 보다 적극적인 참여가 요구된다. |

(English Abstract) |
Open educational resources(OER) enable the spread of mutual information exchange and provide advantages to both their users
and institutions, such as reducing costs, improving content quality, and establishing relationships. The recent research on OER was about their connection to formal education, copyright trends, and corporate e-learning. There have been very few studies, however, on the utilization of OER and on the problems related to their practical use. Thus, this study was conducted for the purposes of analyzing the status of OER usage in education-related institutions and of providing suggestions for institution operation based on the analysis results, to promote the use of OER. A survey was conducted among more than 200 institutions in Asia, and the survey results showed that ‘images and visual materials’ are the most commonly used materials in Asia, and that the factors barring OER usage in the said region are ‘lack of awareness’, ‘lack of skills’, ‘the absence of a reward system’, and poor cooperation in participation. To promote OER usage, each institution should provide training courses about awareness, utilization skills, and copyrights. There is also a need to provide support for the establishment of reward systems and environments for OER usage. Finally, more active participation is required for inter-agency cooperation in OER sharing.
